Introduction to the Long-term Retention of Skilled Foreign Workers Program


In order to supplement the industry workforce on April 30, 2022, the Ministry of Labor officially implemented the “Long-term Retention of Skilled Foreign Workers Program.” This applies to industries that already hire foreign workers, including manufacturing industry, slaughterhouse industry, construction industry, the agriculture and long-term care sector, allowing the retention of workers who have worked in Taiwan for 6 years or more, or overseas Chinese and foreign students who have obtained an associate degree or higher from an educational institution in Taiwan, who meet salary condition eligibility and the required skill level, with employers applying for them to be re-designated intermediate skilled foreign workers. There is no limit to the number of years an intermediate skilled foreign workers can work in Taiwan, they receive a higher salary, have a more advanced skill level and are not required to pay an employment security fee. After working for a further five years, such individuals can also apply for permanent residency.


Intermediate skilled foreign workers continue to receive labor and health insurance protections and if in the future industry category intermediate skilled foreign workers to whom the provisions of the Labor Standards Act apply retire in Taiwan the old labor pension system applies. After an employer applies for a foreign worker to be re-designated an intermediate skilled worker, permission will be given to retain the needed number of personnel with the requisite skill level. In addition, the employer is also permitted to apply to recruit the same number of new foreign workers as the number of original foreign workers re-designated intermediate skilled foreign workers. As such, the increase in the number of foreign workers hired by an employer also helps to alleviate employment needs.

1. Through the iCAP accreditation program, learners may visit the “vocational skill development application platform (https://icap.wda.gov.tw) installed by the Labor Development Administration, Ministry of Labor, for inquiry of the vocational orientation programs, and may choose the 3 disciplines of “manufacturing”, “information technology”, “science, technology, engineering, mathematics” in relevant fields, and click “YES” in the field of “Is the program valid”, and then press “search start”, and you can check the aforementioned iCAP accreditation programs of related disciplines which are still valid. For information on the registration of iCAP accreditation programs and related matters, check with the window of the iCAP accreditation organizer for inquiry. 

2. iCAP accreditation program is valid for 3 years. Learners who have completed the training with passing will be issued a certificate of completion by the organizer of training in the format approved by the Labor Development Administration, Ministry of Labor. The emblem of the vocational oriented quality accreditation program will be inscribed in the certificate of completion.

1. Information on industrial upgrading and transformation related expertise knowledge and technical skill training programs organized by schools of higher education in Taiwan, the Ministry of Labor, and the Ministry of Economic Affairs, pertinent to the programs in 5 disciplines of “Physics, chemistry and earth science”, “mathematics and statistics”, “information and communication technology”, “engineering and engineering industry”, and “manufacturing and processing” are posted at the information website of the Ministry of Education on schools of higher education at a glance (website at https://ulist.moe.gov.tw/Query/Discipline). 

2. Information on industrial upgrading and transformation related expertise knowledge and technical skill training programs organized by Industrial Development Bureau, Ministry of Economic Affairs is exhibited at the global information network of industrial technology personnel (website: https://idbtrain.stpi.narl.org.tw). 

3. For industrial upgrading and transformation related expertise knowledge and technical skill training programs organized by the Ministry of Labor, refer to the following recognized programs: 

(1) EV and hybrid EV maintenance and repair training course held by the Greater Taichung Vehicles Maintenance and Repair Association. 
(2) Electrical equipment control and problem inspection course held by the Jiashuo Training Center of Jiashuo Co., Ltd. 
(3) Solidworks computer-assisted industrial drawing basic course held by TCDA 
(4) The smart caring environment control system and planning course organized by BS Net. 

The above training courses and programs shall be subject to the review and confirmation of the Ministry of Economic Affairs or the professional accreditation institutions recognized by the Ministry of Economic Affairs. A minimum of 80 hours of training is required and could be counted cumulatively or at one time with the presentation of the proof of training hours.
