What should employers do when a foreign caretaker is in a critical health condition? How to take care of the unattended care recipient at home? Don’t worry! To lessen the burden of employers while ensuring proper care for foreign caregivers, the Ministry of Labor (MOL) on March 10, 2025 launched the “Foreign Caregiver Catastrophic Illness Integrated Services” to offer a support mechanism to help employers go through the window between the treatment period of foreign caregivers in critical health condition and the care recipient in need of care.

When Taiwan gradually became a super-aged society, the public’s demand for domestic caregivers also increased. The latest statistics show that by the end of January 2025, up to a total of 197,742 households have hired foreign workers as domestic caretakers. However, when these foreign caretakers are in critical health condition, employers will need to take care of them, as well as the care recipients taken care of by these foreign caretakers. Therefore, MOL has launched the “Foreign Caregiver Catastrophic Illness Integrated Services”. When foreign caregivers are in critical health condition, employers only need to contact the Foreign Workers Consultation Service Centers or the Direct Hiring Service Center at the local government or report to the 1955 Labor Consultation & Complaint Service Hotline. The local government will activate the one-stop integrated service by sending staff to interview foreign caregivers to understand their health conditions and employers to discover their care needs. Then, they will arrange the most appropriate referral, consultation, and assistance services.

Additionally, apart from contacting the relatives of these foreign caregivers in their native countries through the assistance of the Taipei Office of respective countries, local governments will also offer support services that foreign caregivers need, including

placement service and medical assistance. Local governments will also arrange necessary support for the care needs of employers during the window period, including the application for the “Expanded Respite Care Programs for Family Caregivers” or the “Short-Term Respite Care Programs for Family Caregivers”. To understand the status of using relevant services and resources of both employers and foreign caretakers, the 1955 Labor Consultation & Complaint Service Hotline will proactively follow up with the situation of both employers and foreign caretakers one month after receiving the report to ensure that both parties have received proper assistance.

According to MOL, the Foreign Caregiver Catastrophic Illness Integrated Services can provide employers with reasonable assistance and ensure support for foreign caregivers in health, work, and life to improve employee-employer harmony and facilitate a win-win situation for both parties.
