To overcome the labor shortage in different trades in the post-pandemic economic recovery, the Ministry of Labor (MOL) has relaxed the employment limitations on international and overseas Chinese graduates through cross-departmental cooperation. First, MOL cancelled on August 1 the higher limit of the quota for international and overseas Chinese graduates to work in white collar and professional jobs under the points system to incentivize more international and overseas Chinese graduates to work in Taiwan. MOL also allowed on August 26 the hospitality sector to hire international and overseas Chinese graduates holding an associate or higher degree to engage in jobs including housekeeping, cleaning, room reservation and reception and jobs in affiliated restaurants. MOL will also consult the law amendment with other ministries and commissions by the end of the year to establish an individual work permit system for international and overseas Chinese graduates to increase the employment of international and overseas Chinese graduates and thereby to replenish the workforces for different trades in Taiwan.According to MOL, in response to the policy to increase the employment of international and overseas Chinese graduates of the National Development Council (NDC), the cancellation of the quota in the points system (scoring criteria) was recommended. Every year there are about 13,000 international and overseas Chinese graduates in Taiwan. Due to the points system, many of them are worried about their employment in Taiwan, and employers are also less willing to hire them. After a cross-departmental consultation of the Executive Yuan, the MOL agreed to relax related limitations and cancel the upper limit on the quota for international and overseas Chinese graduates on August 1 through a legal amendment for industries to hire international and overseas Chinese graduates with confidence. MOL has also lowered the scoring criteria in the points system. Hence, international and overseas Chinese graduates who scored more than 70 out of the total of 200 marks in academic attainments, salary, work (including practical) experience and language proficiency can stay in Taiwan and engage in white collar and professional jobs in Taiwan. Alongside the quota cancellation, it is expected that more international and overseas Chinese graduates can work in Taiwan to fill the labor shortages of local industries. The assessment of the Tourism Administration, Ministry of Transportation and Communications (MOTC), shows a lack of workforces for housekeeping, cleaning, room reservation, reception and hotel-affiliated restaurants in the hospitality industry. As many international and overseas Chinese graduates are quality labor, according to the results of cross-departmental discussion of the Executive Yuan, increasing the employment of international and overseas Chinese graduates in Taiwan will benefit domestic industrial development. The MOL thus announced on August 26 the legal amendment which took effect on August 28 for tourism hotels holding a tourist hotel license issued by the MOTC or hotels holding the hotel registration or guesthouse registration issued by local governments to apply for hiring international and overseas Chinese graduates to engage in mid-level skilled jobs, with a maximum of not more than 30% of the total number of employees covered by the Labor Insurance in their establishments. Accordingly, international and overseas Chinese graduates holding an associate or higher degree and receiving a minimum of 80 hours of practical training from domestic colleges and universities, the Tourism Administration, or industry associations can be hired at a starting pay of NT$30,000 and a pay of NT$33,000 after a contract renewal. Increasing the employment of international and overseas Chinese graduates can relieve the labor shortage of the hospitality industry. Please visit the MOL website (https://www.mol.gov.tw/) for more details about the amendments to related regulations.A labor shortage problem has been reported by many industries due to the long-term reduction in the working-age population, such as hospital caregivers, logistics tally clerks, truck drivers and assistants, coach and bus drivers and safety management personnel and so on. International and overseas Chinese graduates are the solution after the joint assessment of the National Development Council, Ministry of Labor, Ministry of Health and Welfare, Ministry of Economic Affairs, and Ministry of Transportation and Communications. In response to the long-term planning of the country’s overall talent recruitment policy, the MOL will establish an individual work permit system for international and overseas Chinese graduates through legal amendments by the end of the year to further increase the employment of international and overseas Chinese graduates and entice them to work in Taiwan to recruit foreign talents to work and permanently stay in Taiwan and thereby to enhance Taiwan’s international competitiveness.
