Electric bicycles regulated, with vehicle seizure as maximum penalty for violation. Foreign workers are advised to use qualified vehicles.Electric bicycles have been regulated under the May 4, 2022 amendment to the Road Traffic Management and Penalty Act. In the future electric bicycles must have a license plate before they are allowed to run on the road. Electric bicycles without a qualified mark will be seized. Users of illegally modified electric bicycles will face a maximum fine of NT$5,400. The Ministry of Labor (MOL) reminds labor to purchase qualified electric bicycles that carries a red flash mark and not to make illegal modifications. MOL also urges employers to educate foreign workers to prevent punishment.According to MOL, electric bicycles have become an important transportation of foreign workers because of their comparatively lower costs. Some foreign workers modify their electric bicycles to enhance performance. However, the latest amendment to the Road Traffic Management and Penalty Act has already regulated electric bicycles. The Executive Yuan will announce the exact date of implementation. In the future, electric bicycles must have a license plate before they are allowed to run on the road. Users of electric bicycles without a license plate will face an administrative fine between NT$1,200 and NT$3,600, and the involved electric bicycles will be impounded. Unqualified electric bicycles, i.e., without a red flash mark, cannot apply for a license plate. Unqualified electric bicycles running on the road will be seized. Additionally, modifying the gear assembly of qualified electric bicycles for a higher speed will also face a fine between NT$1,800 and NT$5,400; and modifying the general devices, such as safety features like brakes, rings, lights, and reflexive devices will also face a maximum administrative fine of NT$1,200.After the amendment, many new regulations governing electric bicycles have been added to the Road Traffic Management and Penalty Act. To prevent foreign works from punishment for breaking the law or their bicycles from seizure, employers and agencies should help educate foreign workers to buy qualified electric bicycles and check if they carry a red flash mark. When using electric bicycles, cyclists should wear a safety helmet and yield way to pedestrians and shall not speed, carry passengers, or drink. The MOL has planned to include the publicity of the amendment Road Traffic Management and Penalty Act as part of the agency evaluation in order to educate foreign workers and employees through agencies and thereby protect the rights and benefits of foreign workers.Besides asking employers and agencies to help publicize to foreign workers the regulations related to the correct use of electric bicycles, MOL will provide publicity materials on safety use of electric bicycles through multiple channels, such as the LINE@1955, 1995hotline Facebook fan club, broadcast in Mandarin and foreign languages, and the Workforce Development Agency-Transnational Labor Rights Protection Portal (https://fw.wda.gov.tw/).
