To give consideration to the needs of the person to be cared and the labor rights of foreign domestic caretaker, the Ministry of Labor and the Ministry of Health and Welfare work together to promote the “Expansion of the Respite Care Service for Families Hiring Domestic Caretakers”. From December 1, the person being cared who hires the foreign domestic caretaker may apply for the respite care service if county and city long-term care management centers evaluated that he/she is on disability level 7 or 8, needs long-term care, and lives alone or the one primarily responsible for caring him/her is 70 years old and above.
People can take advantage of this service to satisfy the caring needs of the people with disabilities and the right for foreign domestic caretakers to take leave.

The Ministry of Health and Welfare specified that the person being cared for who hires a foreign home caretaker may apply for subsidized respite care service only when the time that the foreign home caretaker cannot offer caring is over one month. If the foreign home caretaker takes one day off per week or takes a short leave, family members must take care of the one being cared for, pay the full amount for hiring domestic caretakers, or purchase the caring service from the respite care institution.

The Ministry of Labor wishes to relieve the pressure for the family members of patients with disabilities, ensure the rights of foreign workers to take leave, and facilitate the harmony of employer-employee relationships. The person being cared who hires a foreign home caretaker may apply for residential, institutional, day and night respite care services. When the foreign home caretaker cannot offer the caring service if county and city long-term care management centers evaluated that he/she is on disability level 7 or 8, he/she lives alone (only lives with the foreign home caretaker), or the one primarily responsible for caring for him/her is seventy years old and above. The person being cared for may receive 100%, 95% or 84% subsidy if he/she lives in a low-income household, middle-low income household or general household. The relevant fund is supported by the long-term care fund and employment stability fund.

This new regulations will be enforced on December 1, 2018. Whoever hires a foreign home caretaker and needs the respite care service can call 1966 by local or mobile phone. Specialists in all local long-term care management canters can provide information and consulting services for application of respite care services and other long-term care services.
